UHPP - Kamchatka Yelizovo * Fix *

Since UHPP Kamchatka Yelizovo is part of our routes network with the Concorde I purchased the nice FSX scenery of it from Aerosoft.

To my disappointment I found out that the Russians forgot one simple file which messes up the airport (no lights at night).
On Aerosoft's efforts to get them (RU Design Team) active on it no response has come.

So I created the file myself.

In v1.11 there are lights at night.

The privileges of buying a scenery only when needed (and not earlier) !
Good spotting.

I updated it to v 1.11 (after uninstalling v1.10) and indeed no lights issue but my afcad still improves the airport.
