Yoy may have faced the same problem following latest Windows 10 updates.
There is an update causing the problem, which is KB4038788.

It worked for me after searching for 3 days to resolve it.Hi,
After update issues like this would surface. If you want you can go ahead and uninstall the update for the meantime and wait for a patch for the next update. We also suggest running Fix Windows update issues to help you resolve your concern.
