Flight planning in Italian airspace

I was busting my head to understand why the airways in Italian airspace have a max FL305 cap. Then i came into the following documents describing the implementation of FRAIT (Free Route Italy). It was first implemented on 08.12.2016 with a FL335 cap which changed to FL305 later on. Two and a half years ago and i didn't know a thing about it :-[

The general idea is that you must use DCT between waypoints when flying above FL305 in Italian airspace. Rules apply.
